child support from federal employee?

I will make an appointment to talk to an attorney.

I am going to separate, but do need child support. My husband is an immigrant and federal employee. I am almost certain he will return to his country of origin, which does not have an agreement with the US to honor custody or child support. But my husband could theoretically retire and collect a pension. Can I garnish that? Has anyone dealt with garnishment of a federal employee's check to get the child support?

Maryland if it matters.

Don't ever count on child support because it takes a lot before anything is done to collect it if he's in arrears.
