How are classroom dues legal in a public school?

They aren’t.
It’s the PTA being tired of only a few people supporting.

the county/city superintendent's office and ask why you are being told there are mandatory dues to attend a public school

Do you mean dues or an activity fee? We have pta dues (not mandatory) and activity fees (for field trips and assemblies) but they won't kick you out if you don't pay.

Class fees are not the PTA.

They are a fee suggested by the school For example in my son's ES for 5th grade the fees paid for yearbooks (all 5th graders received them), promotion t-shirt, promotion celebrations, among other things. I believe they also pay for field trips.

They are not mandatory and kids are not left out if they don't/can't pay. However, if you can pay these fees it is a great way to contribute to the education of all the kids in the grade.

It is from the room parents? Sometimes they ask for an up front donation amount to fund some of the class parties and gifts to teachers/aids, instead of asking each time for a donation. You do not have to give. It was always around $25-$50 or so for the entire year. Then I didn’t have to worry about teacher appreciation day, or things needed for parties. I always gave 2-3x the amount the room parents asked to cover some of the parents who could not contribute.
