Please recommend dressy clothes for tomboy tween girl

OP, I was your daughter. I usually opted for a long black skirt with shorts or leggings underneath. It was a compromise me mother and I could both live with.

LOL - my DD came up with an outfit that was a flowy white top with black pants and otherwise looked cute, but I told it reminded me too much of my uniform from the restaurant I worked in during college.

Is there a reason she can't wear a plain oxford and jacket like the boys? My sister was a tomboy, and there's no way that she would have worn any of those tops. An oxford in a bright color, jacket to match pants, no tie unless required.

Lucky & Me makes awesome bike shorts for under skirts/dresses that are long and with the idea that kids play in mind. Not sure if they'd fit your daughter or if that would help her but its a thought. They do uniform colors!

My 11 YO DD wears tunic tops and leggings, even for church. Maybe, rarely, if forced, she'll wear a simple jersey knit dress, tights and boots, but the look is always the same. Plain, straight, comfortable.

Yes, why not a jacket? Google "girls uniform blazer" for tons of options.

My 11 yr old DD is also always in the same uniform for anything slightly dressy -- polo shirt and nice black knit pants. About once a year we go through the ordeal of finding her a simple, acceptable jersey dress for things that I feel require a bit more dressing up, e.g. weddings, her own graduation.

Yes, skinny pants in black or navy. I really like the neutral shirts with an integrated ruffle-hem - just as comfy as a regular shirt but with an extra twist added :

I obviously went to town on J.Crew Factory's website but I'm sure most brands offer similar items. And they do have a couple of regular dress-up shirts if everything else gets rejected. As long as she's happy and comfortable, it's all fine!

Mine was a tomboy and played cello. We did black dress pants from the petites section and a white blouse.
