I'd see a dermatologist. I just had phtodynamic therapy for the same thing out of my doc's concern for precancerous spots called actinic keratosis.

Another freckle face here. You can get IPL from your dermatologist. I just started getting it because I am getting some discoloration because of age (ack! I'm 44), but one of the side effects is it zaps your freckles away. I've had them my whole life. It hurts when they zap near your eyes and nose, but it is otherwise no big deal.
