Your selection is rife with sub-10% acceptance schools. For targets, GWU, Fairfield, Fordham, even Drexel.

My DC had similar desire to be near a city and applied to several of the above. Narrowed down to Northeastern, BU, Pitt, Case Western and GW and ultimately chose GW and is very happy.

NEU's co-op opportunities is pretty fantastic in the humanities. NUworks' database list the employers. Maybe find out what other schools the employers recruit from and apply there.

NEU is actually known for its CS and Engineering fields (multiple), but I am sure their Humanities avenues are fine, too.
