Yup. The BOE needs to be full-time and they need more oversight powers with serious teeth. Right now, it's easy for MCPS staff and the superintendent to run circles around board members. And there's little consequence for doing so.

The County Council can't do it. It would be members of the Montgomery County delegation to the General Assembly introducing legislation.
