Removal process for teacher?

My DD is at an MCPS middle school. It's very good overall, but this year she has a social studies teacher who either seems drunk all the time or as if she has had a traumatic brain injury. This is not an exaggeration. The school is aware of the situation and seems to be taking whatever steps it can to hopefully remove the teacher, but the kids are suffering the consequences because my DD has no idea what this woman is trying to convey.

For those who know - what is the likelihood that this woman will be removed this year? What is the process for teacher removal in MCPS?

If she has a TBI, it's likely a law suit waiting to happen if they fire her.

Can you give some specific examples if the teacher's behavior?

Is she stumbling?

Slurring her speech?

Rambling waaaay off topic? Caveat: All teachers tend to go off topic, but history teachers are especially susceptible for some reason!

Is her blouse buttoned up all crazy? Skirt on backwards.

Does she miss the beginning of class frequently due to confusion about the schedule?

Does she mark incorrect things that are clearly, objectively right? Your DD wrote Battle of Hastings was in 1066. Teacher marked it wrong.

Very hard to remove someone. I would talk to the principal about her. There is a process called PAR(Peer Assistance and Review) where if the teacher is put on this they get observed multiple times by the principal and outside staff, they get feedback and mentoring and then have to go before a panel.

You mean probably not up county right? Isn't down county the schools like Pyle and Westland etc?

Odds are it won't happen this year. I think it is a two year process, to give them time to improve.

But surely there must be an emergency speedy process for getting the teacher out of the classroom now and then dealing with everything else after that?

It would have to be something big such as abuse or getting arrested for something. Sadly, it's unlikely she will be removed during the school year. If she's as ineffective as you say, consider home-schooling your kid in that subject during the evenings. Yeah, it totally sucks. I feel for you.
