She was actually 18 when they started dating. He met her for the first time in Central Park in early May of 1993 and her birthday is May 29th, 1975. He didn't ask her age or know how old she was that first encounter but they exchanged info and met up again. She graduated from high school that year. Not sure when they actually started dating or sleeping together but given she turned 18 so soon after they met, his story that they didn't date until she was 18 makes sense.

IIRC, Shoshana's family approved of the relationship and facilitated it. Wouldn't surprise me at all if her parents arranged an introduction in an effort to try to marry-her-off to Seinfeld.
