If I see a plumber parked in front of my neighbor’s house and they’re doing anything less than hauling a huge bathtub in or out of there, I’m calling the cops.

OP here. Everyone who thinks I’m serious lacks a sense of humor. It’s just something bizarre that I’m watching happen in front of me, and I’m seeking humor in my day. Such stuffy folks. Everything is serious, nothing can be funny.

They’re done already. Maybe it’s over.

My guess.

Neighbor tried to DIY a large project and got partway through and realized he was out of his depth. He bought the supplies weeks/months ago and they sat there, then he did some work, then then he got to the "oops" place where he realized he had no idea how to fix the problem he had created.

The large company is coming in to fix. The first 1-2 visits are undoing what he already did. The most recent visit, they needed extra hands to move something large or to do two tasks at once to speed up the fix. They need tools because DIY dude did buy the stuff to use, but they are fixing it. They occasionally need small parts or equipment that they need to add to make things up to code. Those are the trips in and out to the vans and the doors slamming. But the items they need are small, hand-held items just needed because it was something that the home owner did not know he needed to add. But the pros know that he needs it.
