driving question - who has the right of way

Four-way stop, lights all around. You are waiting to turn right; you get the green light, and so does the traffic across from you, some of which will be turning to their left (your right - same place where you're going). Who has the right-of-way: you (turning right), or the traffic across from you (turning left)?

The person turning right has the right-of-way.

The person turning left never has the right-of-way unless they have a green arrow.

If the oncoming traffic has a green arrow, it has right of way. Otherwise, the car turning right does.

If the car turning left had a green arrow, the car turning right would not have a green light.
The car turning right has the right of way in your situation OP. But having said that, there are an enormous amount of idiots in teh DC region who either a) never learned that basic rule or b) are self-important asshats who don't care and want to turn left without waiting their turn.

And just FYI, if there are pedestrians crossing in the crosswalk as you turn, they have the right of way.

Not OP, but I have related question.

I'm turning left. Street I'm turning onto does not stop or yield. I'm waiting for a chance to turn. A car comes up across from me and is turning right. Do they still have the right-of-way since they are turning right, or do I have right-of-way since I was there first?

It doesn't matter that you were there first. They have a right-of-way.

I'm consistently amazed at the number of posts about traffic rules that people don't know around here. Perhaps a trip to the DMV is in order, get the book that people study for getting a driver's license, and read it. This is driving 101.

OP here. Thx, everyone - I was turning right, and thought I had the right-of-way, but the guy turning left didn't yield.

OP here. I was pretty sure I knew the correct answer, but the guys always turning left without yielding had me second-guessing myself.

You wouldn't happen to have been at the intersection of Lee and Harrison in Arlington, would you? This happens all the time there and it drives me crazy! I understand your confusion over the law; I have had left turners honk at me for turning into what they consider their (left) lane, and I questioned the law too after it happened a few times. I also wondered if there was some kind of glitch in the lights and those left turners actually had a green arrow, because they act like they are absolutely in the right.

You are, technically, when turning onto a four lane road, only supposed to turn right into the right hand land. I don't know if that's what's being referred to in the reference to "their left hand land" above, but if you turn right into a left hand lane, you are technically doing a right hand turn and a lane change. In that case, you should yield to the left hand turner to the extent you don't enter their lane.

And how would the driver turning right know that?
OP, luckily that would only happen in the unlikely case there's a glitch in the system. The driver turning right on green always has the right of way.
