could I file a nuisance/noise complaint for a windchime?

This would drive me nuts too OP. But short of convincing the neighbor to take them down there is not much you can do.
Try a white noise machine. I am a light sleeper and the white noise machine helps me drown out nightime noises that used to disturb my sleep

How are wind chimes different from leaf blowers?

DCUM will defend to the death someone's right to use a whining machine to blow leaves around at half past dawn, but hang some soothing wind chimes and we're suddenly bringing out the rubber bands and threats?

I have a small wind chime that's hung in a place that's buffeted from winds on two sides. So the wind has to be going a certain way for it to go off. It's a light chime that I've had for years and no one has said anything. If a neighbor came up to me and asked about it, I'd of course take it down...it's just a wind chime, I'll live. If a neighbor snuck on my property and took it, or broke it...I would be upset. And we'd know since we have a camera right night to the chime.

I hate wind chimes. A high-pitched tinky noise and it’s not a soothing predictable noise that you can filter out. It’s erratic. And it’s in the middle the night and at random times during the day. I’m with you- loathe wind chimes.

NP. To annoy the neighbors, I can only assume.

Personally, I quite enjoy the sound of a deeper, high quality sound wind chime sometimes when I'm in the mood, e.g. during a yoga class, but that doesn't mean I want to listen to one at random times of the day/night while I'm trying to sleep or concentrate with no control over it.

I honestly can't even imagine being so entitled as to put something whose purpose is to make noise in my yard - let alone something that could be making noise 24/7 including times when I'm not even home - in an urban or suburban area where other people would be able to hear it. It's really the height of entitlement.

If it's below 60dB of noise at the location you are hearing it, there's nothing you can do.

I think you mean buffered? A wind chime buffeted from two sides would not be cool...

I have three wind chimes - we love them. I don’t care if they bother anyone else. They are on my property.

Just be an adult and talk to the neighbor about it. I have some up and if a neighbor told me they drove them nuts, I wouldn't mind taking them down.
