File anyway. That way, if they use anything, you have a report stating that they acquired it illegally, which will make solving those types of issues easier.

I don't know if they're a scam or not, but I'm not sure why you would need them if you can already offer $25-$35/hr.. You can pretty much command the field at that rate, and only agree to interview nannies who have degrees, extensive experience, portfolios, and a long list of references.
