Because the employers of off-the-books nannies are breaking the law - thus making them criminal employers. The nannies are criminals too but this thread is about the employers.

Offer more. What aren't you understanding?
If she was used to earning 20 or 25 on the books, you'd be out of luck.

I pay $10 an hour on the books (in a city way less expensive than DC). I had plenty of applicants.
Bet you feel really great offering pennies more than minimum wage.

$18 per hour seemed sufficient in a city with a lower COL than DC. Sometimes it is not the employer's fault.
