She might find a neighbor SAHM who's willing to babysit - my friends do that in the same neighborhood. Some in-homes licensed by the city charge around $200/week so maybe OP would have luck with that.
But none of the major centers in town or any nannies will be able to provide full time childcare at $200/week.
How does it matter what the OP is paying as long as the total $ for the nanny is well above minimum $15.50? Say OP's friend is wealthier and Op pays $5 and friend pays $15 for total of $20 for nanny share is that considered illegal?

Four years ago we paid $19/hr for a share in Upper NW DC. This worked out to about $1,700 per family per month. This amount includes about $300 in employer taxes, so the nanny's monthly paycheck per family was $1,400.

Everyone is right about the pay.
Having summers off can work. I work for teachers duriing the school year and as a summer nanny from June-August.

My share rate is $1000 each family paying $500 a week.
My point?
You may find someone ok with summers off it is highly unlikely you will find that with what you offering.
Also and this is just my opinion I think asking for housekeeping in a share situation is not good form.
