I did some researches about salaries. Below are some salaries from glassdoor.com. You see that large companies pay also below minimum salary. I think that caring babies is more interesting job than a cashier and people would choose the former, if salary were same.
Ross Sales Associate - Hourly $7-$10 Avg. Salary $7.90/hr
Ross Cashier - Hourly $7-$9 Avg. Salary $7.73
Walmart Sales Associate - Hourly $7-$18 Avg. Salary $8.86/hr
