You can't compare to the US program because you don't have to pay an extra 9K/year in agencies fees. I am not sure if you are the same Canadian poster but i have pointed this out before. Your Canadian agencies fees is like $900, US agency fees are like $9000. That is the problem we have with the AP program here, the federal government requirements make the overhead expensive and applying minimum wage makes the program useless for most people.

Actually, the Canadian regulations kind of are more lax in that we don't have official rules around what an AP can and cannot do - if I make an agreement with an AP that part of their job is to do some house cleaning or walk the dog, they can do it. They are a regular employee and their visa allows them to do any kind of job, not just childcare. Our AP has another part-time occasional gig that isn't childcare and that's totally fine from a 'legal' perspective. I did forget about your agency fees - I can see how that combined with minimum wage makes it painful!
