That has nothing to do with paying taxes. She’d lose her housing and you paying more is fraud bit different issues.
It's completely about taxes. She wants whatever she gets over a certain amount (below poverty line) to be under the table so she 1. doesn't have to pay taxes on it and 2. can stay in her govt housing.
No, she is not doing it for tax reasons. Income shows up on taxes which are required by the housing programs but she is doing it as she cannot afford a house/apartment without the voucher or subsidy on the salary most are willing to pay. If she goes above a certain income she loses medical, food stamps, housing and child care help, which is important to most families. Clearly you are not low income and ever struggled or you'd get that. If she wanted to not pay taxes she'd ask all under the table.
