This person who witnessed this horrible neglect likely would not be able to call CPS.

The woman w/the child(ren) likely would not have given her or the family’s address up and CPS would need that pertinent information so that they could send someone out to investigate.

While I do feel for the poor baby in this circumstance, unfortunately there is little that an outside, third party can do.

Many resources are already backlogged.

You never know who you could be dealing with these days.
And I seriously doubt the police would have shown up even if the OP had contacted them.
They likely have higher priorities to deal with.

Unfortunately we cannot save the world even though we want to!

(If the woman in charge WAS definitely the child’s Nanny -
Then maybe someone else saw her outside today or will read this forum & let the parents know.)

Yes, it would be good if the parents found out.

Then call CPS and they will find out.

This isn't a CPS or police incident. It's neglect by an incompetent sitter.

Or incompetent parent.

Either way, when did neglect stop being a CPS issue?

It's a matter of magnitude.

Well the pearl clutchers here are claiming this is a huge magnitude. CPS has definitely been called for less (fully clothed children walking in their neighborhood and children in their backyard).

I'd have to fire anyone who took out my baby in those temps without clothes on.

But how would you know if the ppl claiming they are so concerned aren’t calling CPS?

Oh good grief. I used to have to wrestle one of my do s in putting on his coat and he would take it off as soon as he was out of my sight.
