Op, is there a reason you don’t want to offer to hire her full time? If you offer a better package, you might get to be the primary employer and that would solve your problem.

you have no right to be upset-you aren't offering her a livable amount of hours. is she supposed to starve just in case you need her in a few weeks?

Unless you can offer her a full-time gig,
you are beholden to her primary job. The nanny has bills to pay
The job that has the most hours and pays the most always takes precedence- you know that.
Look for someone else.
