Our previous nanny was great and with a ton of experience. She was fine with $20/ hr for one child. I also know plenty of parents paying that rate. And of course, some pay more, some pay less but I promise you will have a lot of qualified applicants for that price especially if the other perks are good.
And of course, as with any job, everyone has the ability to turn down a job offer if it is too low.

I have a great nanny at $19/hr in McLean. We had a choice of applicants when we interviewed.
