It's not common for part time or student nannies. I never had issues finding a job in DC without paying taxes. In a way i was interviewing the families!

There is much talk of dishonest nannies who do not pay taxes, I am hoping that you remember to lump the parents into that category as well.

Presumably these people are legal to work because one is American and two are married to Americans. I am offering $20 per hour, which seems to be the going rate -- and these are younger, less experienced candidates. Is this unusual, or are most nannies not reporting their income?

common in all large cities. do whatever you want or come to an agreement on.

That's not true. There's a threshold. I think it's $1700

I know so many nannies in DC who are paid in cash, they make more then me who is US Citizen and pays all her taxes. Even I am confused why I am paying my taxes when I won't be living in this country all my life.

We've had 3 nannies over the years: all three on the books, though the first two complained about it. The current nanny is amazing: $18 plus time and a half for overtime, guaranteeed 50 hours a week.

I think realistically, only a very small percentage pay taxes nationwide. It doesn't make them dishonest. It make them poor. Single people pay a really high tax rate which means the Feds are pulling 20% of their income or thereabouts. In my state, a nanny making $18 gross is only netting $13, )16 gross nets about $10-11. That's peanuts in a city where studio apartments rent for $1300 and up and require three times that in income just to have the application considered. Nannies go off books as a means of survival. Parents budgets don't change just because the housing market is out of concern control.
