I am not going to befriend the nanny and help her find a new job. She's very quiet and I don't know her outside of waiving hello. It's just the way her boss (my neighbor) describes how they treat her and it made me really sad for her nanny. For a boss to threaten with calling immigration if she quits is really low. I feel bad for the nanny but I don't know her past situations and maybe it's no better but everyone deserves to make a living wage and be treated with respect with the ability to quit whenever they want without being threatened.
Well, you can't do that by sitting at home and thinking about it. You have to either talk the boss about your concerns (you clearly don't want to ruffle those feathers), talk to the nanny and see if she needs your help (you don't want to do that either), or find some third party to intervene (do some Googling, call CASA de Maryland, or continue to do nothing).
There is no magic here. No way to help the nanny without potentially pissing off your neighbor.
