I'm a Fed and this is what we do. If OPM says we don't work, she gets off. If it's a 2 hour delay, I let her get here a bit later. She lives 25 minutes away not including traffic and wouldn't want her to get into an accident. I usually will choose to telework on those days. On the days we get early dismissal (eg, 2 hours off for Friday before Xmas), I usually give her at least an hour early departure. I may run a quick errand before heading home.

We only give the big 6 holidays as we have to work all others. Also, we go away for at least a week, usually two, each year when our nanny is not on vacation and she gets paid for that time, so I figure that is a good compromise. She only has to take one of her two weeks paid vacation at the same time as us.

Yes. Though, in my experience, most nannies only get the six big fed holidays:
New year, Memorial Day, Independence Day, Labor Day, thanksgiving, Christmas.
