I would start looking now, and if you find one you like before the end of October, that's too bad for them. Most new employers will let you give 2 weeks notice before you start with them - they would like to expect the same courtesy. In fact I would look askance at a nanny who I offered a job to that didn't want to work out notice.

And if at the end of Oct you still don't have anything file for unemployment. The job ended, that is a qualifying event.

If your contract is supposed to end November 2016, why are you owed severance. Severance is when you get laid off from a long time job without warning generally. You knew your contract is over in a month, you asked the parents who said they are not continuing and then you knew it was time to look for a new job. You can apply for unemployment.
