Stop being obtuse. Christmas eve and Christmas day, New Years Yearzday are paid holidays. If she has. To take one week of vacation during Christmas week then she should only have to take 3 days of vacation.
Not for me. I call these pseudo-holidays - the eve's of both Christmas and New Years, the Friday after Thanksgiving. People just expect to get them paid & off-duty, but they are not officially holidays.
Nanny here. I never expect to get Christmas Eve, New Years' Eve or Black Friday off; I certainly never did while working in other sectors prior to nannying! They aren't holidays and many people don't get them off.

There are 7 days between Christmas and New Year's, which means a full week off plus the holidays on either end. Where's the missing days?

But rather than expecting to control both of her weeks, what most folks do is require lots of notice as to when she will use her PTO and then YOU adjust your vacation to line up with her plans. So if you don't want to pay, take your vacation that week, even if less convenient. It's also reasonable to have certain blackout dates (let nanny know that she can't take PTO during spring break or the week you are on a business trip, e.g.), but that needs to be said up front.
