Regardless of what job you're starting you get paid on the day you start and from then forward, not for any time before you start.
If I start a job on Dec. 26 I don't get paid for the 25th. If I start on a Monday I don't get paid for Sunday.
If her contracted start date was Tuesday then that's the first day she gets paid.
Paying for a holiday that occurs before a start date is fairly absurd. It's like paying a bonus before the person has even worked an hour.
