We went with a #1 in a similar situation and she got pregnant 4 months later and left us after less than a year. The mid-20s nannies have a lot of living to do (dating, marriage, babies, etc.) that may conflict with their jobs. The older nanny is probably already set on her path.

An older nanny will be used to doing things a certain way, HER way specifically and this may cause a conflict of interest during the day.

I would most definitely hire Number One.
Yes, she is younger but that is not really going to be an issue since your wife will be there so if there are any concerns regarding the child, your wife will be present to answer any questions.
A younger nanny will be best for this situation (one where the parent is present at ALL times) because an older, more experienced nanny may have a harder time working alongside another adult since because of her past experience, she may be more accustomed to having more autonomy and be more set in her ways.
A younger nanny will be more eager to learn and less set in her ways at this stage in her life and career.
