My solution to this problem is to overpay.
We don't go out that often. If I have to pay an extra $5 or $10/hour for 2 or 3 hours, the result is that they want to come back for the money and I have their attention - for $15. Worth it.
FYI, this sort of concept works with the pizza delivery guy as well.
