OP here. Yes we went It was a hellish experience for a myriad of reasons, the weather ended up being a very small part of it. We're in the process of dropping a nap, and the class is not the best schedule wise, so babies were grumpy. One set of parents did something weird to the stroller over the weekend, so it doesn't fold up and has to be dragged down a hallway it doesn't fit through and down a flight of stairs, this with two babies on my back and a diaper bag. They hate being in the stroller, and the level of bundled up they were just made it worse. C'est la vie, right?

Why, though? That's what I don't get OP. Why do you not want to take them outside? As long as you dress them properly and dress yourself properly, nothing bad is going to happen. Cold weather is not inherently bad or dangerous.

Bundle those babies up and go to the class. There is no reason for you not to go.

I would not expect the nanny to cancel plans just for cold. If it were sleeting and freezing, or snowing very hard, maybe. But if it is just cold, bundle up. Fresh air is good for them and 15 min isn't a lot of time to be out in the cold if dressed properly.
