OP I'm going to say it again because you don't seem to be listening. Your rate is not "low". Its illegal. In the US we have a minimum wage that all employers must pay their employees at a very minimum. No one with any business near your kids will work for less than minimum wage. The federal minimum wage is $7.25/hour. Your state minimum wage is actually higher, $8.95/hour, and is the one you must abide by. The lowest you are allowed to pay someone is $8.95/hour. Teenagers can make more than you are offering at any other job, they aren't going to want yours. You MUST increase the pay, and if you can't, you have no business hiring someone. Put your kids in daycare, have them stay with family, or watch them yourself. Those are your choices.

These cannot be main reasons for sitters go away, because these all are stated in ad and even so the sitters are replied to the ad. Only just my first contact they go away.

I have not put anything to the ad or told sitters about that, but the duties are: babysitting, changing diapers, preparing food to the children and cleaning their mess. The most important information about the job is in the ad and they are: 4 hours at once, 2 times a week, 2 toddlers, ages 20 months, and $7 per hour.
