1) You do owe her back pay for any OT she worked (with one or both children) for less than $27/hr. Do the right thing and pay her.
2) She is only entitled to OT pay for hours beyond 40. Explain that Fridays with both children will be paid as any other share day would (i.e. $9/hr/family until OT kicks in).
3) The pay structure she is requesting would only make a sliver of sense if you were adding a new child to the mix rather than her regular charge, and even then would be over the top. What is her reasoning when she tells you what she wants to be paid?
