You never mentioned her experience, education, etc. If she's done it for 20 years, or has 10 years plus a teaching degree, or whatever - that makes a difference, and that coupled with how long she has been with you and her existing pay rate, makes a difference. The market DOES consider those options. You asked for some generic market rate, but her already working for you, her existing pay rate, her education and experience come into it and it is no longer generic.
