Because not many people are going to chose a job that offers only 2-3 hours a day when it is during a time of the day that they can get another PT position that gets them 4+ hours instead. If the parents only need those few hours and opt to not go with an after care program at school, then they realistically need to pay slightly more for the hourly rate to find someone and have them not leave halfway through the school year. If you pay $15/hr for 3 hours, that probably won't get me to turn down a 5 hour position where I could earn that rate and get $75 instead of just the $45 that day. If they offered to pay $20/hr for the 3 hours, then I could be earning $60 and if I could manage things with that lowered daily rate, then I would definitely consider working just 3 hours instead of choosing the 5 hour position. I could also have the option of choosing a 6-8 hour day in the afternoon/evening with a non-school age child and get paid $15/hr for that.

So looking at all my options above and trying to earn enough to cover my finances, my best options would be to choose the ones with the higher number of hours. The lower hours families will be left with fewer people to choose from, and as we all have heard many times, the smaller number of of nannies/sitters in the pool means the price for them goes up (basic supply and demand).

The reason other PT positions don't pay more is because there is a HUGE supply of people willing to take on that work. With PT after school care, we are not just looking at people who are sitters/nannies but the time period as well. It is a VERY limited amount of time that day. You have to take into consideration those that are willing and able to work at that time of the day and give up all other work that might overlap that time of the day for the position being offered.

Based on what evidence?

No, dropping to PT hours doesn't mandate a pay raise but if the family wants to keep her on rather than lose her to another FT job, thus asking the nanny to work her FT schedule around their 18 hours a week, a raise is a good way to do that. Otherwise OP would prob be better off finding a single, 40-60hr job.
