Next time the neighborhood mother tries to drop off her child, hand her a bill and refuse to care for the child until it is paid. Explain that you do not provide free childcare and your contract with your employers is only for their children. Then make sure that all future babysitting needs must be asked directly to you.
If your employers don't agree than its time for a new job because they don't respect you as a professional or a person.
