I think that you're not going to find someone with experience who's willing to work with no PTO/sick days at a minimum, no matter the cost.
$25 for one child might be doable with good PTO, but it's on the low end for DC.

Try daycare. Nobody is working for $25hr with ten years of experience and no benefits. Standard benefits for a nanny are two weeks PTO 3-5 sicks days

Hi OP!
Nanny here - - I would say it is a decent starting hourly rate - - decent but not that extraordinary.
I would also factor in age/no.# of children, duties/responsibilities, location, etc.
