Some of you are wrong about the cash part unless the person is scared of immigration. People who makes so little, (that was me for 29 years) have to have a tax expense to be able to get money back at tax time. I have always gotten $4-$6k back at tax time after I already barely paid any taxes. I file as HH, have earned income credit, and savers credit if I put money in my Roth.
Being paid in cash, would also lower my social security forever. Happened to me few years as the owner refused to pay by paycheck. Now I have $0 calculated in my benefits.
I understand if someone is afraid because they are illegal, but not being paid on the books, is a bad deal for the employee. I was illegal twice. I had no problem paying taxes and getting paycheck, because I had SS number from long time ago.
Shortly, low income earners cannot get money back from government if they don't file. Nothing illegal about getting that money from them. It's their damn tax code.
