the Department of State proposes to “grandfather” au pairs (and their host families) on exchange programs that began prior to the final rule's effective date, (
i.e.,
180 days from publication of the final rule). Such exchange programs will not be subject to the new rules for the duration of the initial one-year program, or for up to one year if the au pair is currently on an extension
