OP, we also live in DC and our employee lives in MD. We pay DC unemployment taxes, but her paychecks withhold both federal taxes and Maryland state taxes. She does not pay DC income taxes.

We had a MD (employer)/DC (nanny) situation, but basically you should need a federal EIN for your company, then an unemployment insurance account in DC (place of employment).
Your nanny will pay state taxes to VA.

Obviously I will figure it out at some point, but it would be helpful if someone who has been there done that could tell me what they did! It's surprisingly hard to navigate. Thank you.
