Yikes OP, seems the answers to your question are 50/50 split.

So I do not know how much of a help I will be.

But..... I would go for Nanny #2.
I would want a Nanny to speak fluent English, preferably their first language.
Because I am quite sure that for online learning proficiency in English first is a huge must.

The younger Nanny also has graduated college which will be a huge plus since she likely will be primarily focused on education.

I dont understand the Covid test? Are you going to request they get it weekly? or just a one time thing? I am not sure of the point.

Strict rules about frequency of phone usage will be required if you choose 23 year old.

# 1. The experience nanny will be able to help someone of First grade; even though her English is not as perfect. Also her experience is a plus.

#2 because your son already likes her.

You guys really think a healthy 23 yr old just out of college is going to socially isolate and stay home with her parents?!

FWIW, I hired a nanny with zero nannying experience (camp counselor for a few summers) when I had a newborn. We've kept this nanny for almost 8 years. Not every younger nanny will be texting on their phone all the time.

Yeah, everyone said this when we hired our first nanny who was young - that she’d have more energy and could relate to our child better. So not true! She was a very tired young woman who was constantly late and attached to her phone. Three months in we let her go and hired a woman, a college graduate in her second career, who was 63 when she started with us. She’s never been late in three years and has more energy than DH and I combined.

My vote is #2 by a country mile.

I think this PP means #1.

OP, you mention that #1 isn't strong in English, but your description about the target language "She speaks target language and both references (also native Spanish speakers) thought she would be able to help with academics I described" seems...lackluster?

With #2, what happens when COVID ends? Sounds like she'll want to go back to photography, but maybe that doesn't matter since DC will be back in school?

We are hiring a nanny to help with our first grader who attends an immersion school. The nanny will need to speak the target language and help DS with assignments in target language (simple vocabulary, math and reading).

1) Experienced nanny with 10 yrs experience, has her own kids and has worked with kids ages 0-5. She speaks target language and both references (also native Spanish speakers) thought she would be able to help with academics I described. She was described as reliable, hardworking and eager to get kids outdoors. During our interview she made clear that during any down time she would do DS laundry, help clean up DS toys etc. The candidate’s English is ok and neither DH or I speak Spanish. Candidate has a car and agreed to take aCOVID test and follow social distancing guidelines (our family is gong the same).

2) A nanny we know through an acquaintance recommended her 23 year old daughter. She speaks target language and English fluently, is a college graduate and has a lot of energy. She is a photographer but not working due to COVID. She has 3 younger siblings she helped with (youngest is 15 now) but no real job experience. She lives at home and would commute with her mom who works nearby. She also agreed to a COVID test and social distancing.
My DS seemed to really take to her (she reminds me of one of his after care teachers).

We had a not great experience with a young nanny who had zero experience when my son was little so I’m a little apprehensive about hiring someone with no experience but this job doesn’t involve cleaning bottles, getting a baby on a nap/feeding schedule, diapers etc... We need someone who can engage DS in projects, read and speak in target language and help with clean up of toys/food prep but it’s not a traditional nanny position because DS is older. There are no activities per se other than going to the playground if it’s open and safe. We are both WFH thru end of year . I’m just not sure who to hire.
