US currency doesn’t work everywhere in fact in most countries it would be useless.

I am European, if you gifted me 20$ to use them back home I would need to exchange them meaning I would lose money due to the exchange fees + the value of the dollar vs the euro, meaning I would probably end up with 15 euros or so, not bad of course but it’s just a lot of faff.

I think the AP would most likely prefer something personal, a reminder of her time in your city, not too big so that she won’t struggle finding it a spot in her suitcase but meaningful. https://www.dcurbanmom.com/nanny-forum/posts/quote/0/3327957.page

Lol.
There is no country in the world that rejects the greenback.

How can you even operate a keyboard?

I would pay for a fun experience for your au pair and the other au pair to do together m before she leaves. Maybe tickets to a concert, a show, cirque show,
Something fun and memorable.

Something small as a momento, cash for to cover one bag at the airport (find out which airline and do exactly that much, with a note that it will cover one bag), dinner out for your AP and her friend, special excursion for both APs and the kids, etc.

Forget the necklace, she's 20, she's probably not interested in jewelry.

Cash and a card with a picture or drawings from your children would be the best bet

Cash

She can still spend it in the US - farewells with friends, travelling if she's doing the travel month. Inevitable luggage fees since it's so hard to offload enough to not pay extra fees, etc.

I also try to find a very small and lightweight memento of our town, like a bracelet made here or something like that

T-shirt or sweatshirt for local sports team if she’s into that?

Tiffany’s also has sterling silver necklaces and earrings that make a great gift if your budget allows for that

Our APs good friend, who we've gotten to know quite well and who has hosted joint play dates for two years, is leaving. I'd love to get her something small but am blanking. Gift card/money won't work as she's going home. Small necklace maybe? Ideas appreciated. Thanks!
