At least for other J categories, the record would need to be validated by the program sponsor in SEVIS. After that happens, it can still take several days or even sometimes weeks for the SAVE database that the DMV uses to be updated. You might want to check with the program sponsor to find out when the record would be validated.

She doesn't need the SSN to get her license, but you do need the proof of residence. It would probably be a waste of time to go to the DMV without that.

I'm pretty sure you still need a SSN to get a license.
