Each county has it’s own list of story times. Check out the nature centers, they usually have great programs. Check community centers for programs. This isn’t hard, op. There are specialty places that cater to specifics like gymnastics or music.

Typical ditzy parent. It's been below freezing all week. Dress your children accordingly.
You absolutely need both those things if you are going to be outside for long stretches below freezing. While this is certainly and overall temperate climate, it does get plenty cold enough in the winter to require proper cold weather gear or staying indoors. If you are taking small children out without that stuff, you are putting them at risk. If you are huddling inside, that is robbing them of fresh air and exercise.

I insist on proper outerwear for my charges (waterproof boots, snow pants, down parka, hats, wool socks and waterproof mittens), so we venture out in all weather to botanical gardens, hiking spots, statue gardens near the Mall, where we are just walking around.
