No. It is not all right. Your sister can take time off and watch her partner's kid. Why would think this is all right? She was hired as a NANNY FOR YOUR CHILD. also, she is your employer not your servant!
Perhaps the sister (probably mother of the child) needs to be at the hospital with her partner.
I think most people would be happy to do this. I agree that the nanny should be paid extra for those hours, but it's not an unreasonable thing to ask.
-- Someone who has been both a nanny, a mom who hired a nanny, and a mom who paid someone else's nanny (with parent consent) to add my child on a day when I couldn't miss work (I paid 75% of the nanny's regular rate. Parents paid 75% so nanny got time and a half for the day. Everyone seemed happy with this arrangement).
