OP here. Thanks for responses. Seems tough. Maybe we should get a more typical nanny and try to get Hebrew immersion through preschool? Does anyone know if any of the synagogue preschools offer intense Hebrew experience? (Again, seriously not interested in religious indoctrination.)

True but you can find APs who will speak their native language with their charges.
Especially with children that young. You won't be learning a lot of English from a 2 1/2 year old and an infant anyways.

An au pair comes in part to learn English though and may not desire to speak another language here.

Have you thought about contacting the Jewish schools locally? They might have ideas about recent graduates who are attending college locally or taking a gap year. If you don't need anyone until summer, a senior this year would be perfect. It sounds like you might be switching once per year, but you could make it work.

Israeli au pair, live-in or live-out nanny. If you don't need anyone for at least 4 months, contact all of the au pair agencies, as well as a few nanny agencies. There will be plenty of time for the agencies to look for someone for you.

Perhaps you could get an au-pair from Israel? Depending on your timing and how much work you'll need, it could be an option.
