OP, are you sure it is important to have this person speak a specific language? It sounds like she will only have 1 hour of time with your younger child, and 15-20 minutes with your older child.

I think you'll get better candidates for more hours so I'd offer the 32 hour job and see what you get

It sounds like you need to advertise for a SAHM willing to bring a her similar-aged child and limit it to lunch, play and nap for the kids. You might find someone willing to start your dinner during naptime, I don't know. But I highly doubt you would find a SAHM who would be willing to do your housecleaning for you.
