Oh, and although the parents were completely in favor and I was able to sleep train the twins for naps, that did not mean that they were sleep trained for nights or STTN at that time, because the parents were unwilling/unable to make the commitment of patience and time required.

Just for clarification, sleep training can happen at any age - it is not necessarily CIO. You sleep train when you create nighttime rituals, when you work toward a schedule, when you teach independent sleep, etc. The techniques used for a two month old are extremely different from those used for a twelve month old.

If your question is, is a 9 month old old enough to CIO the answer is yes, but it does seem cruel to do that all of a sudden rather than easing the baby into it for a week or two.

Yes of course, you just have to decide its the route you want to go.
We sleep trained DD at 5 mos. You do what works for your family.

Yes, you can, but that is a transitional age and a gradual reduction of attention at map time is much more appropriate.

For example, nanny rocks her for ten minutes, puts her down, baby cries ten minutes, nanny goes back in to calm her, puts her back down, baby cries ten minutes, etc.

After a few days nanny can just go in to pat her back and reassure her she's okay, and so on.

It isn't fair to the baby to withdraw her sleep habits cold turkey like that. Imagine your bedtime routine - maybe you shower, or read in bed, or enjoy a glass of wine. Now imagine you can do none of the things you normally do. Sad panda. At least as an adult you'd understand what's happening, but I'm betting you'd have a tough time falling asleep. This does not sound like an adequately experienced nanny.

Of course you can sleep train a 9mo old. However mom and nanny need to do the same thing in order to make it work.

Her mom carry and rock her while walking and this the only way the baby fall asleep. Her new nanny want to sleep train her right away. She been crying from 1.30 pm to 2.30 pm because she is tired and sleepy but nanny refuse to carry/rock/walking her. Today is third day with new nanny.
