I never share my references until I had a in person interview, asked all my questions and I'm interested in the job.
I don't actually have a resume at the moment.

I never present my resume or references until I am face-to-face with the potential employer, their home and their children and like what I see.

There is nothing wrong with sending a general resume. I have one that basically has my name and email as identifying information. Then for my work history just the last name and state (not town) the nanny family lives in so people can get an idea of your job history but you are not giving out any identifying info of previous employers either. In this age you shouldn't have your address or anything like that on it anyway, it's too risky.

I concur.

I have seen ads where prospective families request a resume and/or nanny references prior to a personal interview.

This is a huge no-no. A family should want to meet you in person + talk to you about the position before wanting to check your work history/references.

At what point in the interview process do you share your resume?
I have always presented it at my in-person interview, but have a woman insisting that I share it via email. I have never spoken to her.
When is the proper time to present a resume?
