Asking to not use cell phone is totally reasonable. Asking her to not eat your food may not be well received. Just say it in a nice way and maybe it will be fine. Instead of "don't eat our food. Bring your own."

We will be paying our nanny legally -- all taxes, withholdings and overtime. She will be working 45 hours a week and we are starting at $22 an hour with benefits (healthcare, one week vacation and one week of sick/personal time, federal holidays paid and all hours guaranteed with no changes). I also work very close to home with a set shift schedule and doubt I will ever be late.

Can you specify that you do not want the nanny to ever use her cell phone except for emergencies or talking to DH or I?
We have all of our other questions and requirements ready but don't know what is customary/usual in the above two requests.
