It doesn't matter if you plan on paying taxes. Tax compliance and immigration compliance are two separate things overseen by two separate agencies. You (or her) paying taxes on the income she receives does not make it legal for her to work. She needs to be authorized to work to begin with, and it doesn't sound like she is.
I'm telling you this as someone who held a bunch of jobs I wasn't "really" supposed to have, and paid taxes on all of them, with a clear understanding that I'm being naughty and that paying taxes on what I make doesn't make it legal for me to make it.
OP again. Thanks for the clarification. You would be amazed (or maybe not...) at how many live-in candidates either don't understand this law, or think that it doesn't apply to them. Case in point, I asked one very nice girl what visa she held, and when she said F1, I gave her this info. She told me that her school's admission office told her that she could work since she has a SSN and has been paying taxes for 2.5 years.

Or are you trying to qualify the job as "practical training" (relevant for getting a degree)? If is very rare that it is legal for f1 to be allowed to work as a nanny. Also, even if you get a waiver, F1 legally can't work more than 20 hrs per week, unless it is "practical training".
