My experience has been that nannies looking for part time work are not going to be in it for the long term, however; most are doing part time because of other commitments (their own children, school, etc.). If their circumstances change, they either leave nannying or want a full time gig.
So, my point is, you can find someone great, but you might need to find someone new every year or so.
My other suggestion is to make sure that you hire for more than the minimum number of hours you need. I'm assuming that as the part time worker, you'll take on more of the child-care/domestic tasks, and a few extra nanny hours each week will help make it possible to run errands, schedule appointments (doctor or salon), workout, etc..
